This is a new, never used, still in the original package, lighter with an 8 ball pool/billiards logo.  Maker is unknown.  These were promo items from the 1990's.  Comes in 3 different designs (if you purchase more than one design the others will ship for free if purchased at the same time).  Size is about 2
