Sweet Vintage Brown Leather Sam Brown Style Belt Police? Military?

Vintage Brown leather duty type belt and sam brown strap. This was purchased in a lot of very old holsters. Belt measures 27 34" to first setting and 35 3/4" to last measuring from where buckle would secure. Belt is 2 1/4" wide and has a small area with some surface cracking but is very solid. You can see this in photo 10.  Sam brown strap measures 40" to largest setting. This is not taking into account anchor straps. Sam brown strap is 3/4" and both strap and anchor straps have copper rivets. Very nice vintage rig. I am unsure if it is police or military.
