Antique Nautical Ship's Bell

Description

Antique Ship's Bell. Measures 5.25 in L x 5.25 in W x 7.5 in H measurements without the arms.
Arms measure 6.75 in wide
Has a loud rich tone.
Can read 'REG' and a sentence 'Pat' something 'FOR', sorry that is the best I can make out.
I have no idea what this is made of bronze or cast iron.
The only one with a similar shape is a  antique Whaling bell.
I mean knowledge about this bill would be greatly appreciated. Thank you
